When you want to configure a VLAN in Linux, assuming your kernel supports it (2.6+ do) you need to make sure 802.1q support is available. ISL came first, and was a cisco proprietary protocol that they built into their switches while the dot1Q standard was still in development. This 2011-06-06 Support for 802.1Q on Linux-based systems is provided by the 8021q kernel module. As of kernel version 3.10 (released in June 2013), this includes support for 802.1ad.

The name of the file (ifcfg-eth0.10) MUST match the DEVICE= parameter. Support for 802.1Q on Linux-based systems is provided by the 8021q kernel module.
You may skip the line above if your kernel was compiled with 802.1q and not as module. In Red Hat Enterprise Linux 7, the 8021q module is loaded by default.
